NEW YORK—The Glover Park Group has hired Paul Hicks as a managing director in the firm’s New York office. Hicks will work in the strategic communications practice and will focus on building the firm’s sports communications and marketing business. Hicks joins GPG from the National Football League, where he served as EVP of communications and public policy. Prior to the NFL, Hicks was a regional CEO for Ogilvy PR and worked extensively in its corporate practice for close to a decade.

NEW YORK—Ephraim Cohen has been named the general manager of the New York office of FleishmanHillard and Mitch Germann has been named GM for Los Angeles. Both will report to JJ Carter, president, US East, West, Canada and Mexico. Cohen takes the position after serving as East region social and digital lead since March of 2014, having joined from MWW. Germann takes the helm in Los Angeles and Orange County after nearly four years running the firm’s San Francisco office.

NEW YORK—Ogilvy Public Relations has named Kerry Sette executive vice president/research director of the research group, based in New York. She will lead a team of research professionals who inform client programs, new business pursuits, and thought leadership platforms. Most recently, Sette was senior vice president, director of consumer insights with Hill Holliday/Erwin Penland. Earlier in her career, she was global research manager at Behavioral Insights.

WASHINGTON, DC—GYMR Public Relations has promoted Mike Warner to senior vice president. Warner joined GYMR more than 15 years ago and leads several national and regional healthcare campaigns for the agency’s foundation clients. In addition, Amy Martin Vogt has been promoted to vice president; Lauren Musiol and Haydn Bush have been promoted to managing supervisor; and Frank Walsh has been promoted to account supervisor.

SAN FRANCISCO—Fineman PR has promoted two company executives to senior leadership positions: Karmina Zafiro to vice president and Serene Buckley to senior director of content strategy. Zafiro has risen through the ranks at Fineman PR, beginning as an intern in 2004. Buckley joined Fineman PR in 2011.
