ALEXANDRIA, July 26—Three executives from The Hawthorn Group—one of the nation’s largest independent public affairs firms—have resigned to form FM Strategic Communications, which will specialize in antitrust issues and litigation support.

The firm will be led by Esther Foer, former vice chairman of the Hawthorn Group and John Moore, who was senior vice president for communications services at the firm. Joining them is Sarah Leer, a senior account executive who specialized in healthcare accounts. All three will continue to provide counsel to Hawthorn clients.

Before joining Hawthorn, Foer was head of the Washington office of Schmertz Communications and held positions at John Adams Associates and Reese Communications. At Hawthron, she established the firm’s antitrust and litigation support group.

Moore is a former senior editor at National Journal and associate editor of Legal Times, where he covered litigation, tax policy, and energy and environmental issues.
