WASHINGTON, D.C.—Robert Downen, an expert in U.S. government and public policy specializing in government relations, strategic communication, defense and foreign affairs, has joined APCO Worldwide as a vice president.
Downen’s responsibilities will include providing strategic counsel and communication advice to international and government clients. According to Neal Cohen, chairman of APCO North America, “As a former Capitol Hill staffer, U.S. State Department officer, consultant and think tank expert he has a broad view of the world and an immense store of knowledge about key decision makers in D.C. and abroad.”
Downen will work closely with other members of the firm’s government affairs team including former U.S. Sen. Don Riegle, chairman of government relations; former U.S. Congressman Don Bonker; and former U.S. Ambassador and Congressman Richard Swett.
Prior to joining APCO, Downen worked as an international affairs specialist with the U.S. Congress, U.S. Department of State, and as a commercial consultant, analyzing American political developments, international relations, and East Asian political and security issues. For six years, Downen served as senior U.S. Senate legislative aide for foreign affairs to Sen. Dole.
