KIEV—Pleon Talan has launched a corporate communications and public affairs division in the Ukraine. Andriy Hunder, a British ex-pat with more than 10 years of local market PR experience, has been appointed head of the new division.

Historically, Pleon’s focus in the Ukraine has focused on consumer PR services, but the firm says that “as the dynamic Ukrainian communications market matures, communications services that reach broader stakeholders, address industry and legislative issues and support a corporation’s overall brand positioning are in greater demand.” The new division will include public affairs, government relations, crisis communications, financial communications and corporate positioning services.

Hunder moved to the Ukraine in 1996 and launched and managed the public relations department at Ukrainian Mobile Communications, the nation’s largest mobile operator. In 2004 he became area external affairs and communications manager for the Ukraine, Central Asia and Caucasus at pharmaceutical giant, GlaxoSmithKline
