WASHINGTON, D.C.— Ruder Finn has named Neil Dhillon managing director of its Washington, D.C., office. Dhillon has a background in public affairs, issues management, crisis communications, corporate reputation, and media relations and replaces Barbara Shipley, who left the Agency for an in-house position at AARP earlier this year.

Dhillon will lead the Washington office and its healthcare, institutional/non-profit and marketing practices and will add the lobbying and regulatory affairs capabilities to the firm’s range of services. Previously, he served as senior vice president and national director of public affairs for MWW Group and Hill & Knowlton.

Dhillon will report to Richard Funess, president, Ruder Finn/Americas, who will coordinate DC efforts with the global network of RF offices.

Earlier in his career, Dhillon served as deputy assistant secretary of government affairs at the U.S. Department of Transportation in the Clinton administration, reported directly to Transportation Secretary Federico Pena; chief of staff for Rep. Bob Matsui (D-CA); and legislative director and press secretary for Rep. Beverly Byron (D-MD).
