CHICAGO—Commercial and military vehicle manufacturer Navistar has named Jim Spangler chief communications officer, responsible for leading the company’s corporate communications globally.

Spangler spent nearly 12 years with Tenneco, where he served as vice president of global communications and was responsible for corporate positioning, communications strategy and policy, executive communications, employee communications, media relations and public relations.

Before joining Tenneco, he was director of global public relations and media relations for Arthur Andersen. He also spent nearly eight years at Amoco Corporation in roles of increasing responsibility within the company's public and government affairs group.

Spangler began his career as a reporter at City News Bureau of Chicago.
