NEW YORK—Fleishman-Hillard has appointed Robert Dowling, most recently president of Weber Shandwick’s New York operations, as general manager and senior partner of its New York office and president of its Eastern region, which includes offices in New York and Boston. He will report to Jack Modzelewski, Fleishman-Hillard president of the Americas

The company also named Ron Guirguis, a Fleishman-Hillard senior vice president and senior partner, to the deputy general manager of the New York office. Guirguis began his Fleishman-Hillard career in Canada in 1999. He will continue to lead the New York office’s corporate and public affairs group while he supports Dowling.

Both Dowling and Guirguis will join Fleishman-Hillard’s senior management committee.

Before he rejoined Weber’s New York office, Dowling managed the firm’s Northern California operations, where he grew Weber’s technology, healthcare and corporate presence on the West Coast. He also led the firm’s technology practice in North America. He has counseled companies across the technology, corporate, healthcare and consumer sectors.

Guirguis has experience in government relations, strategic communications, reputation management, corporate social responsibility and crisis communications, with a focus on regulated industries. Before joining Fleishman-Hillard, Guirguis worked for the government of Canada as an international trade policy adviser and commercial officer with Agriculture and Agri-Food Canada, and the Department of Foreign Affairs and International Trade.
