Promotions in the Twin Cities office of Weber Shandwick and the New Jersey headquarters of MWW, plus a new hire at Gibbs & Soell.

BLOOMINGTON, MN—The Twin Cities office of Weber Shandwick has promoted Randy Sands to executive vice president in the financial services practice group. Since joining the firm in 1999, Sands has led account teams for many of Weber Shandwick’s top business-to-business and government clients, including the Internal Revenue Service, Allianz Life Insurance Company of North America and Prudential Retirement, and recently led the firm’s efforts to win the U.S. Census Bureau account. Prior to joining Weber Shandwick, Sands managed communications for the commercial business unit of Travelers (previously The St. Paul Companies).

EAST RUTHERFORD, NJ—MWW Group has promoted Tom Biro to vice president of digital media and will expand his leadership role as head of MWW Group’s DialogueMedia team and continue to guide clients on the newest and most effective ways to reach their audiences on via the Internet. Prior to joining MWW, Biro created a comprehensive global marketing campaign with T-Systems, Inc. Prior to that, he served as communications manager and senior marketing analyst for American Express. He is also the author of a blog called The Media Drop.

NEW YORK—Gibbs & Soell Public Relations has hired Roger Ardan as vice president and group head of its professional/financial services group. Ardan spent the last 12 years at Edelman where he was senior vice president and head of the legal and professional services practices.
