BEIJING—Benjamin Ou, former director of Chinese government affairs at United Technologies Corporation, has rejoined APCO Worldwide as senior counselor in China. Ou will counsel clients on government relations, trade and investment and stakeholder engagement. Ou is also the founder of Beijing Tairong Consulting, which focused on China's anti-monopoly enforcement and policies. Before joining UTC, Ou spent 12 years at APCO in various roles.

NEW DELHI—Weber Shandwick has appointed Rafi Qadar Khan as executive vice president, Weber Shandwick India. Based in Delhi, he will report to Valerie Pinto, chief executive officer. Khan brings more than 20 years of communications experience, joining from Cohn & Wolfe in India. He has extensive experience in brand creation and positioning, entry strategy and integrated marketing.

SINGAPORE—Mike Cheong has joined CNBC as communications manager for CNBC Asia Pacific, based at the Singapore office. Cheong joins from Burson-Marsteller, where he was senior associate and managed accounts across the government, corporate and hospitality sectors. Prior to joining Burson-Marsteller in 2012, Cheong worked at Bite Communications, GPA Holdings and as a sports journalist. 

MUMBAI—Edelman has appointed Zarif Tapia as head of Cream Events, its specialty experiential marketing unit. Based in Mumbai, Tapia will lead Edelman India's events business and will report to Rakesh Thukral, managing director of Edelman India. He joins from Brand Activation, a division of Wizcraft International Entertainment.
