LONDON—U.K. public relations and public affairs consultancy Mandate Communications has launched an Edinburgh operation, Mandate Scotland. Mandate Scotland will be headed up by Craig Harrow, an experienced political lobbyist and corporate communications specialist and will provide a full public relations and public affairs offering.

Harrow has more than 15 years experience in political lobbying and corporate communications. Prior to joining Mandate, he founded TS2, a public policy consultancy specializing in Scottish government and institutions. Earlier, he held the positions of director at McGrigor Donald Public Policy, associate director at The PPS Group and property PR manager for ASDA.

Mandate was created from the merger of AS Biss & Co and Republic PR at the end of 2007 and during its first year in operation the company increased its fee income by 30 percent, up from £5.5million in 2007 to over £7million. The new office opening is the latest step in a plan to double in size and enter the U.K. top 10 by 2012.
