NEW YORK—Robert Dowling is exiting FleishmanHillard, almost three years after joining the firm to oversee its New York office and Eastern region operatons.

Dowling's last day in the role is today. His Eastern region management responsibilities have been assumed by J.J. Carter, regional president of Fleishman's Western region, Canada and Mexico.
